第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會第一次會議(yi),共收到提(ti)案(an)表126份(fen),經提(ti)案(an)委員(yuan)會專題(ti)會議(yi)審議(yi)后,歸(gui)類整理(li)出64件提(ti)案(an)、31個意(yi)見和(he)建議(yi)、5個不立案(an)議(yi)題(ti)。
具體(ti)情況(kuang)如下:(一)對(dui)符合黨(dang)和國家政策法規(gui),學(xue)(xue)校(xiao)有條(tiao)件辦(ban)理(li)(li),又確(que)(que)實需(xu)(xu)要(yao)辦(ban)理(li)(li)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委(wei)員會將80個(ge)議(yi)題(ti)(ti)(ti)整(zheng)理(li)(li)合并為(wei)(wei)(wei)64個(ge)正式(shi)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an);(二)對(dui)一些不(bu)(bu)符合立(li)案(an)(an)(an)(an)(an)(an)(an)要(yao)求但(dan)有參考(kao)價值的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委(wei)員會將41個(ge)議(yi)題(ti)(ti)(ti)匯總整(zheng)理(li)(li)為(wei)(wei)(wei)31個(ge)意見和建議(yi),匯總后轉送有關(guan)(guan)職能部門,逐條(tiao)向提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人(ren)(ren)回(hui)復;(三)對(dui)屬于個(ge)人(ren)(ren)問題(ti)(ti)(ti)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)、或(huo)提(ti)(ti)出的(de)(de)(de)(de)問題(ti)(ti)(ti)正確(que)(que),但(dan)已經解(jie)決(jue)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),以及(ji)一時(shi)沒有條(tiao)件解(jie)決(jue)的(de)(de)(de)(de),可向提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人(ren)(ren)做出解(jie)釋的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),則不(bu)(bu)予立(li)案(an)(an)(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)議(yi)題(ti)(ti)(ti):第(di)一,關(guan)(guan)于為(wei)(wei)(wei)來深探望子(zi)女(nv)的(de)(de)(de)(de)父母提(ti)(ti)供臨時(shi)住所的(de)(de)(de)(de)建議(yi)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):學(xue)(xue)校(xiao)西(xi)麗(li)湖校(xiao)區設有招待所,可以滿足需(xu)(xu)求;第(di)二,關(guan)(guan)于建議(yi)學(xue)(xue)校(xiao)為(wei)(wei)(wei)各二級學(xue)(xue)院單位配備急救(jiu)箱的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):急救(jiu)工作(zuo)涉及(ji)面廣,針對(dui)性強(qiang),需(xu)(xu)要(yao)有資(zi)質(zhi)的(de)(de)(de)(de)醫(yi)護人(ren)(ren)員正確(que)(que)規(gui)范操作(zuo),建議(yi)將突發(fa)情況(kuang)及(ji)時(shi)報(bao)告醫(yi)務室或(huo)校(xiao)外醫(yi)療機構處(chu)置(zhi);第(di)三,關(guan)(guan)于清理(li)(li)辦(ban)公室毀壞桌(zhuo)椅的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):無明(ming)確(que)(que)地點;第(di)四,關(guan)(guan)于修剪學(xue)(xue)校(xiao)內路邊的(de)(de)(de)(de)樹(shu)枝的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):屬于明(ming)喆物業綠(lv)化管理(li)(li)日(ri)常工作(zuo);第(di)五(wu),關(guan)(guan)于校(xiao)門增加校(xiao)區標識(shi),設計考(kao)慮建筑風(feng)水的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):不(bu)(bu)符合一事一議(yi)原(yuan)則,其中一事提(ti)(ti)法亦不(bu)(bu)妥當。

二、提案受理情況
在落(luo)實(shi)提(ti)(ti)案(an)辦理的過(guo)程中,學校(xiao)工(gong)(gong)會多次召(zhao)開(kai)提(ti)(ti)案(an)工(gong)(gong)作(zuo)(zuo)委(wei)員會會議,及時與有關的職能部(bu)門進(jin)行溝(gou)通,完成提(ti)(ti)案(an)處理落(luo)實(shi)工(gong)(gong)作(zuo)(zuo)。
64件(jian)提案(an)涉(she)及到(dao)教(jiao)學(xue)(xue)、科研、學(xue)(xue)生、人事、行政教(jiao)輔、生活服務及其它等(deng)7個方(fang)面。其中“(一(yi))制作佩戴校徽;(二)開(kai)設“書(shu)院論壇”;(三)推進解決教(jiao)職工集資款;(四)進一(yi)步完(wan)善校園無線網絡(luo)覆(fu)蓋(gai);(五)新增校區電瓶車、方(fang)便(bian)師生員工出行”等(deng)5件(jian)提案(an)確定(ding)為(wei)2013年度學(xue)(xue)校為(wei)教(jiao)職工辦理(li)的(de)實事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)(ti)案(an)委員(yuan)會是雙代會提(ti)(ti)案(an)落實的最基本的工作組(zu)織(zhi)。本著“提(ti)(ti)醒重視,溝通(tong)交流,推動進程”的工作原則,對(dui)與多部門(men)(men)相關的提(ti)(ti)案(an),注重組(zu)織(zhi)協調;對(dui)常規提(ti)(ti)案(an),逐一跟蹤檢(jian)查。一年來(lai),在校分(fen)管領導(dao)的指導(dao)、各部門(men)(men)支持、以及全體(ti)委員(yuan)和校工會共同努力下,較好地履行了(le)職責,順利地完(wan)成了(le)工作任務。
1.做好(hao)提(ti)案宣傳工(gong)作,使廣(guang)大教職(zhi)(zhi)工(gong)和(he)雙代會(hui)代表加深對(dui)提(ti)案價值的認識:即提(ti)案是雙代會(hui)廣(guang)泛(fan)聯系群眾、集中群眾智慧、吸(xi)引教職(zhi)(zhi)工(gong)參與學校民主(zhu)管理和(he)民主(zhu)監督(du)的一(yi)個(ge)重要途徑(jing)。
2.保(bao)證提(ti)案調研(yan)時間(jian)。嚴格執行雙代會相關規定,督促(cu)代表樹立群(qun)(qun)眾(zhong)意識,平時注意群(qun)(qun)眾(zhong)反(fan)映,為(wei)提(ti)案準備信息資源,及時反(fan)映教(jiao)職工的意見和(he)建議。
3.準確把握提(ti)案(an)的(de)立(li)案(an)。凡是按(an)要求(qiu)提(ti)交的(de)提(ti)案(an)表,原則上都予以(yi)立(li)案(an)。對于沒有立(li)案(an)的(de)提(ti)案(an),即(ji)使是個(ge)案(an)或建議,本(ben)著(zhu)實事求(qiu)是的(de)態(tai)度認(ren)真對待和處理。
4.不斷提(ti)高提(ti)案(an)(an)辦(ban)(ban)理(li)的質量。一是規范提(ti)案(an)(an)辦(ban)(ban)理(li)的程序;二是加大督辦(ban)(ban)的力度,跟蹤落(luo)實,確保能(neng)解決(jue)的問題(ti)及(ji)時(shi)解決(jue)。一些因客觀原因一時(shi)做(zuo)不到(dao)的,則做(zuo)好解釋(shi)工作(zuo),真正做(zuo)到(dao)案(an)(an)案(an)(an)有回音,件件有交待(dai)。
5.推動承辦(ban)單位(wei)(wei)實施“一把手”工(gong)程,確保交(jiao)出滿(man)意(yi)(yi)“答卷”。在提案(an)辦(ban)理(li)過(guo)程中,絕(jue)大多數承辦(ban)單位(wei)(wei)一把手親(qin)自負責(ze),親(qin)自過(guo)問(wen),從(cong)嚴(yan)要求、從(cong)快辦(ban)理(li),表現出對(dui)學校事(shi)業高度負責(ze)的態度。人(ren)事(shi)處(chu)承辦(ban)提案(an)14件(jian)、意(yi)(yi)見和(he)(he)建議5個;后(hou)勤基(ji)建處(chu)承辦(ban)提案(an)11件(jian)、意(yi)(yi)見和(he)(he)建議12個。此類提案(an)大多是民生(sheng)話(hua)題,直接關系到師生(sheng)員(yuan)工(gong)的切身(shen)利益(yi)。在接到提案(an)后(hou),兩個部門負責(ze)人(ren)分別帶領有關人(ren)員(yuan),認真分析原(yuan)因,限時辦(ban)理(li),并加強(qiang)與(yu)提案(an)人(ren)溝通,爭取提案(an)人(ren)的理(li)解和(he)(he)支(zhi)持(chi)。
至2013年(nian)底,在(zai)各承辦(ban)部(bu)(bu)門的(de)大力支(zhi)持和配合(he)下,已全部(bu)(bu)答(da)復提(ti)案人。承諾(nuo)為教職員工辦(ban)的(de)年(nian)度5件(jian)實事(shi)中,書(shu)院(yuan)論(lun)壇開始運作;電瓶車(che)新(xin)增了(le)3輛;校徽在(zai)進(jin)一(yi)步(bu)的(de)改(gai)進(jin);校園無線網絡(luo)在(zai)進(jin)一(yi)步(bu)的(de)完善;教職工集資款這一(yi)歷史遺留(liu)問題正在(zai)處(chu)理中,學校一(yi)如既往積極與(yu)上海思博(bo)職業技術學院(yuan)聯(lian)系,責成校內有關公司按公司法(fa)合(he)法(fa)、合(he)理、合(he)情地予以解決。3月20日,上海思博(bo)職業技術學院(yuan)黨(dang)政主要領導帶隊來校尋求解決途徑。我們(men)將繼(ji)續跟蹤(zong)推(tui)進(jin),確保教職工的(de)合(he)法(fa)權益。
綜上(shang)所述,上(shang)次會議(yi)64件(jian)提案中,不宜采用和難以落(luo)實的共10項,占15.6%;其(qi)余54件(jian),已經落(luo)實和正在落(luo)實的48件(jian),占75.0%;還有正在論證(zheng),經過努(nu)力(li)可以完成(cheng)的6件(jian),占9.4%。
提(ti)案(an)(an)委員會(hui)向(xiang)提(ti)案(an)(an)人發(fa)出(chu)《提(ti)案(an)(an)反饋意(yi)見評(ping)(ping)價(jia)表》,對職能部門承辦的(de)64個(ge)提(ti)案(an)(an)給出(chu)“滿(man)意(yi)”、“不滿(man)意(yi)”、“無(wu)所謂”的(de)評(ping)(ping)價(jia)意(yi)見。統(tong)計結果(guo)為(wei):2個(ge)提(ti)案(an)(an)被(bei)評(ping)(ping)“無(wu)所謂”,5個(ge)提(ti)案(an)(an)被(bei)評(ping)(ping)“不滿(man)意(yi)”,57個(ge)提(ti)案(an)(an)都被(bei)評(ping)(ping)為(wei)“滿(man)意(yi)”,提(ti)案(an)(an)反饋意(yi)見的(de)滿(man)意(yi)度(du)為(wei)89.1%。
五、存在問題和今后的打算
提案工作與過去相(xiang)比有進步,但仍然存(cun)在一些問題(ti)和不足。
1.個別提(ti)案承辦部門(men)對所辦理(li)的提(ti)案重視程度(du)不(bu)夠,辦理(li)過程拖拉(la),辦理(li)質(zhi)量不(bu)高。
2.雙代(dai)會(hui)代(dai)表提(ti)案工(gong)作水平有(you)待(dai)提(ti)高(gao),特別是提(ti)案撰寫(xie)比較集中民生福利,而對學(xue)校發展(zhan)大局(ju)關注度不(bu)夠。
針對(dui)存在(zai)的問題,我們提(ti)(ti)出(chu)改(gai)進工作的措施:(1)加強(qiang)與(yu)提(ti)(ti)案(an)(an)承辦部門(men)溝通,提(ti)(ti)升他們對(dui)提(ti)(ti)案(an)(an)落(luo)實工作重要性的認(ren)識(shi);(2)在(zai)可能的條件下,對(dui)雙(shuang)代會代表(biao)進行提(ti)(ti)案(an)(an)方面的培訓學(xue)習,提(ti)(ti)高提(ti)(ti)案(an)(an)工作水平。
六、總結表彰
經工會委員(yuan)會評選,2013年度4個“優秀提案”和2個“提案承辦(ban)先進單(dan)位”分別是:
第一,鄭永森、張臻、蘇文代(dai)表(biao)(biao)提出(chu)的(de)“開設‘書院講壇’,推(tui)進書院制改革和文化(hua)育人工作(zuo)”;第二,麻小(xiao)紅、魯(lu)林華(hua)、施蓓、朱方來、鮑薇薇、邱浩、肖景文、王群(qun)、張雷代(dai)表(biao)(biao)提出(chu)的(de)“公布學校教師集資款運營狀態”;第三,郭剛(gang)、吳鋒、余菲、李(li)放、尹(yin)向(xiang)東、陳燕(yan)(yan)代(dai)表(biao)(biao)提出(chu)的(de)“將無(wu)線網(wang)絡覆蓋整個校區”;第四,袁(yuan)述義、楊燕(yan)(yan)云、文小(xiao)龍代(dai)表(biao)(biao)提出(chu)的(de)“制作(zuo)佩戴(dai)校徽”。
2013年(nian)度2個“提案承(cheng)辦先進單位”分別是人事(shi)處(chu)(chu)、后勤基建處(chu)(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學校《教職工(gong)代(dai)表(biao)大會(hui)工(gong)作細則》和工(gong)會(hui)的(de)有(you)關(guan)(guan)(guan)規定(ding),校工(gong)會(hui)于今年3月初向(xiang)學校提(ti)交了“關(guan)(guan)(guan)于召開(kai)第(di)五屆教代(dai)會(hui)暨第(di)六屆工(gong)代(dai)會(hui)第(di)二次會(hui)議的(de)請示”,并于3月14日得到校黨委(wei)批復,啟動大會(hui)的(de)籌備(bei)程序,給各(ge)分工(gong)會(hui)發(fa)(fa)出了向(xiang)代(dai)表(biao)征集(ji)提(ti)案(an)的(de)通知。代(dai)表(biao)們(men)圍繞學校發(fa)(fa)展、人事(shi)制度改革(ge)以及教職工(gong)所關(guan)(guan)(guan)心(xin)的(de)問題,認真思(si)考,深入調研,廣泛聽取意見,負責任地提(ti)交每一(yi)個提(ti)案(an)。
截至3月25日,本次雙(shuang)代會共收到(dao)99份提案(an)(an)表(見附(fu)件(jian)2)。分(fen)為教學、科研(yan)、學生、人事、行(xing)政教輔、生活(huo)服務(wu)及(ji)其它等(deng)方面。會后,提案(an)(an)工(gong)作委員(yuan)會將本著務(wu)實革新精神,對代表們(men)提出的提案(an)(an)進行(xing)歸類整(zheng)理(li)(li),認(ren)真討(tao)論研(yan)究是否立(li)案(an)(an),同時送校(xiao)領導批示,提交相關職能部門落實辦理(li)(li)。
