第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代(dai)會第(di)一次(ci)會議,共收到提案(an)表126份(fen),經提案(an)委(wei)員會專題(ti)會議審議后,歸類(lei)整理出64件提案(an)、31個意見(jian)和建議、5個不立案(an)議題(ti)。
具體情況如下(xia):(一(yi))對(dui)(dui)符(fu)合(he)黨和國家(jia)政策法規,學(xue)校(xiao)(xiao)(xiao)有(you)條(tiao)件辦(ban)理,又確(que)實需要(yao)辦(ban)理的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委員(yuan)會將80個議(yi)(yi)(yi)題整理合(he)并(bing)為64個正式提(ti)(ti)(ti)(ti)案(an)(an)(an);(二)對(dui)(dui)一(yi)些不(bu)(bu)符(fu)合(he)立(li)案(an)(an)(an)要(yao)求但有(you)參考價值的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委員(yuan)會將41個議(yi)(yi)(yi)題匯(hui)(hui)總整理為31個意(yi)見(jian)和建(jian)議(yi)(yi)(yi),匯(hui)(hui)總后轉送(song)有(you)關職能部門(men),逐條(tiao)向提(ti)(ti)(ti)(ti)案(an)(an)(an)人回復;(三(san))對(dui)(dui)屬于(yu)個人問(wen)題提(ti)(ti)(ti)(ti)案(an)(an)(an)、或提(ti)(ti)(ti)(ti)出的(de)(de)(de)(de)問(wen)題正確(que),但已(yi)經解決的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),以及一(yi)時(shi)沒有(you)條(tiao)件解決的(de)(de)(de)(de),可(ke)向提(ti)(ti)(ti)(ti)案(an)(an)(an)人做出解釋的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),則不(bu)(bu)予立(li)案(an)(an)(an)。(四)5個不(bu)(bu)立(li)案(an)(an)(an)議(yi)(yi)(yi)題:第(di)一(yi),關于(yu)為來(lai)深探望子女的(de)(de)(de)(de)父母提(ti)(ti)(ti)(ti)供臨時(shi)住所的(de)(de)(de)(de)建(jian)議(yi)(yi)(yi)。不(bu)(bu)立(li)案(an)(an)(an)原因(yin):學(xue)校(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)區(qu)(qu)設(she)有(you)招待所,可(ke)以滿足需求;第(di)二,關于(yu)建(jian)議(yi)(yi)(yi)學(xue)校(xiao)(xiao)(xiao)為各(ge)二級學(xue)院單位配(pei)備急(ji)救(jiu)箱的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)原因(yin):急(ji)救(jiu)工作涉及面廣,針對(dui)(dui)性強,需要(yao)有(you)資質的(de)(de)(de)(de)醫護人員(yuan)正確(que)規范操作,建(jian)議(yi)(yi)(yi)將突發情況及時(shi)報告醫務室或校(xiao)(xiao)(xiao)外醫療(liao)機構處置;第(di)三(san),關于(yu)清理辦(ban)公室毀壞桌(zhuo)椅的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)原因(yin):無明確(que)地點;第(di)四,關于(yu)修剪(jian)學(xue)校(xiao)(xiao)(xiao)內路邊的(de)(de)(de)(de)樹枝的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)原因(yin):屬于(yu)明喆(zhe)物業綠化管理日常工作;第(di)五,關于(yu)校(xiao)(xiao)(xiao)門(men)增加校(xiao)(xiao)(xiao)區(qu)(qu)標(biao)識,設(she)計考慮(lv)建(jian)筑風水的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)原因(yin):不(bu)(bu)符(fu)合(he)一(yi)事(shi)一(yi)議(yi)(yi)(yi)原則,其(qi)中一(yi)事(shi)提(ti)(ti)(ti)(ti)法亦不(bu)(bu)妥當。

二、提案受理情況
在落實提(ti)案(an)辦(ban)理的過程(cheng)中(zhong),學校工會多次召開提(ti)案(an)工作(zuo)(zuo)委員會會議,及時與有關的職(zhi)能(neng)部(bu)門(men)進行溝通(tong),完成提(ti)案(an)處理落實工作(zuo)(zuo)。
64件提案涉及到教學(xue)、科研(yan)、學(xue)生(sheng)(sheng)、人事、行政教輔、生(sheng)(sheng)活服務及其(qi)(qi)它等(deng)7個方(fang)面。其(qi)(qi)中“(一)制作佩(pei)戴校徽(hui);(二)開設“書院論壇”;(三)推進解決教職工集資款;(四)進一步完善(shan)校園無線網絡覆蓋;(五)新增校區電瓶車、方(fang)便師生(sheng)(sheng)員(yuan)工出行”等(deng)5件提案確定為2013年(nian)度學(xue)校為教職工辦理的實事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)案委(wei)員(yuan)會(hui)是(shi)雙(shuang)代會(hui)提(ti)案落實的最(zui)基本的工(gong)(gong)(gong)作(zuo)(zuo)組(zu)織。本著“提(ti)醒(xing)重視(shi),溝(gou)通交流,推動進程”的工(gong)(gong)(gong)作(zuo)(zuo)原則,對與多部(bu)門相關的提(ti)案,注(zhu)重組(zu)織協(xie)調;對常規提(ti)案,逐一(yi)(yi)跟蹤檢查。一(yi)(yi)年來(lai),在校分管領導的指導、各部(bu)門支持(chi)、以及全(quan)體委(wei)員(yuan)和校工(gong)(gong)(gong)會(hui)共同努力下,較(jiao)好地(di)履行(xing)了(le)職責,順利地(di)完成了(le)工(gong)(gong)(gong)作(zuo)(zuo)任務。
1.做好提案宣傳工(gong)作,使廣大教(jiao)職工(gong)和(he)雙代(dai)會代(dai)表(biao)加深對提案價值(zhi)的認識(shi):即(ji)提案是雙代(dai)會廣泛聯系群眾(zhong)、集(ji)中(zhong)群眾(zhong)智慧、吸引教(jiao)職工(gong)參與學校民(min)主管(guan)理(li)和(he)民(min)主監督(du)的一個(ge)重要(yao)途(tu)徑。
2.保(bao)證(zheng)提案調(diao)研(yan)時(shi)間。嚴格執行雙代(dai)會(hui)相(xiang)關規定,督促代(dai)表樹立群眾意識,平時(shi)注意群眾反映,為(wei)提案準(zhun)備信息資源,及時(shi)反映教職(zhi)工的意見和建議。
3.準(zhun)確把握提案(an)的(de)立(li)案(an)。凡是(shi)按要求提交的(de)提案(an)表,原則(ze)上都予以立(li)案(an)。對于沒有立(li)案(an)的(de)提案(an),即(ji)使(shi)是(shi)個(ge)案(an)或建議,本著實事求是(shi)的(de)態度認真(zhen)對待和(he)處理。
4.不(bu)(bu)斷(duan)提(ti)高提(ti)案(an)辦理(li)的(de)(de)質(zhi)量。一是規范(fan)提(ti)案(an)辦理(li)的(de)(de)程(cheng)序(xu);二(er)是加大督辦的(de)(de)力度,跟(gen)蹤落(luo)實(shi),確保(bao)能解(jie)決的(de)(de)問題及時(shi)解(jie)決。一些因客觀原因一時(shi)做(zuo)不(bu)(bu)到(dao)的(de)(de),則做(zuo)好解(jie)釋工作,真正做(zuo)到(dao)案(an)案(an)有回(hui)音,件(jian)件(jian)有交待(dai)。
5.推動承辦(ban)(ban)單位實(shi)施“一把(ba)手(shou)(shou)”工程,確(que)保交出滿意(yi)“答卷(juan)”。在(zai)(zai)提案(an)辦(ban)(ban)理(li)(li)過程中,絕大(da)(da)多(duo)數承辦(ban)(ban)單位一把(ba)手(shou)(shou)親自負責,親自過問,從嚴要求、從快辦(ban)(ban)理(li)(li),表現出對學校事業高度(du)負責的(de)態度(du)。人事處承辦(ban)(ban)提案(an)14件(jian)、意(yi)見和(he)建議5個;后勤基建處承辦(ban)(ban)提案(an)11件(jian)、意(yi)見和(he)建議12個。此類提案(an)大(da)(da)多(duo)是民生(sheng)話題,直接(jie)關系到(dao)師生(sheng)員(yuan)工的(de)切(qie)身利益(yi)。在(zai)(zai)接(jie)到(dao)提案(an)后,兩個部門負責人分別帶領有關人員(yuan),認真分析原因,限時辦(ban)(ban)理(li)(li),并加強與(yu)提案(an)人溝(gou)通,爭取提案(an)人的(de)理(li)(li)解和(he)支持。
至2013年底,在(zai)各承辦部(bu)門(men)的大力支(zhi)持和配合(he)(he)下,已全部(bu)答(da)復提(ti)案(an)人。承諾為(wei)教職員工辦的年度(du)5件(jian)實事(shi)中,書院(yuan)論壇開始運作;電瓶車新增了3輛;校(xiao)徽在(zai)進(jin)(jin)一步(bu)的改進(jin)(jin);校(xiao)園(yuan)無線(xian)網絡在(zai)進(jin)(jin)一步(bu)的完善;教職工集資款這一歷史遺留問(wen)題正在(zai)處理(li)中,學(xue)校(xiao)一如既往積極與上海(hai)思博(bo)職業技(ji)術(shu)學(xue)院(yuan)聯系,責成(cheng)校(xiao)內(nei)有關公司(si)按公司(si)法合(he)(he)法、合(he)(he)理(li)、合(he)(he)情地(di)予以解決(jue)(jue)。3月20日,上海(hai)思博(bo)職業技(ji)術(shu)學(xue)院(yuan)黨政主要領導帶(dai)隊來(lai)校(xiao)尋求解決(jue)(jue)途徑。我們將繼續(xu)跟(gen)蹤(zong)推進(jin)(jin),確保教職工的合(he)(he)法權益。
綜上所(suo)述,上次會(hui)議(yi)64件(jian)提案中(zhong),不宜采(cai)用和難以(yi)落(luo)(luo)實的(de)共10項,占(zhan)15.6%;其(qi)余54件(jian),已經(jing)落(luo)(luo)實和正(zheng)在(zai)落(luo)(luo)實的(de)48件(jian),占(zhan)75.0%;還(huan)有正(zheng)在(zai)論證,經(jing)過(guo)努力可以(yi)完成的(de)6件(jian),占(zhan)9.4%。
提(ti)案(an)委員會向提(ti)案(an)人發出《提(ti)案(an)反(fan)饋意(yi)見(jian)評價(jia)表》,對職能部門承辦的(de)64個(ge)提(ti)案(an)給出“滿意(yi)”、“不(bu)(bu)滿意(yi)”、“無(wu)所謂(wei)”的(de)評價(jia)意(yi)見(jian)。統計結(jie)果(guo)為(wei):2個(ge)提(ti)案(an)被評“無(wu)所謂(wei)”,5個(ge)提(ti)案(an)被評“不(bu)(bu)滿意(yi)”,57個(ge)提(ti)案(an)都被評為(wei)“滿意(yi)”,提(ti)案(an)反(fan)饋意(yi)見(jian)的(de)滿意(yi)度為(wei)89.1%。
五、存在問題和今后的打算
提案工作(zuo)與過(guo)去相比有進(jin)步,但仍(reng)然存在一些問題和不足。
1.個別提(ti)案承辦(ban)部門對所辦(ban)理的提(ti)案重(zhong)視程度不(bu)(bu)夠(gou),辦(ban)理過(guo)程拖拉,辦(ban)理質(zhi)量不(bu)(bu)高。
2.雙(shuang)代會代表(biao)提(ti)案工作水平有待提(ti)高,特別是提(ti)案撰寫比較集(ji)中民生福利,而對學(xue)校(xiao)發展(zhan)大局(ju)關(guan)注度不(bu)夠。
針對(dui)存(cun)在的(de)問題,我們(men)提(ti)(ti)出改進(jin)工(gong)作的(de)措施(shi):(1)加強(qiang)與提(ti)(ti)案(an)承辦部門溝通,提(ti)(ti)升他們(men)對(dui)提(ti)(ti)案(an)落實工(gong)作重(zhong)要性的(de)認識(shi);(2)在可能的(de)條件下,對(dui)雙代會(hui)代表進(jin)行提(ti)(ti)案(an)方面的(de)培訓學習,提(ti)(ti)高提(ti)(ti)案(an)工(gong)作水平。
六、總結表彰
經工會委(wei)員(yuan)會評選,2013年度4個“優秀提(ti)案(an)”和2個“提(ti)案(an)承(cheng)辦先進單位”分別是:
第一,鄭永森(sen)、張臻、蘇文(wen)代(dai)(dai)表(biao)提(ti)出(chu)的(de)“開設‘書院講壇’,推進(jin)書院制(zhi)改(gai)革和文(wen)化(hua)育人(ren)工(gong)作”;第二,麻小紅、魯(lu)林華、施蓓(bei)、朱方(fang)來、鮑(bao)薇薇、邱浩(hao)、肖(xiao)景文(wen)、王群、張雷代(dai)(dai)表(biao)提(ti)出(chu)的(de)“公布(bu)學校教師集資款運營狀態”;第三(san),郭剛、吳鋒、余菲、李放(fang)、尹(yin)向(xiang)東、陳燕代(dai)(dai)表(biao)提(ti)出(chu)的(de)“將無線網(wang)絡(luo)覆蓋(gai)整個校區”;第四,袁述(shu)義、楊(yang)燕云、文(wen)小龍代(dai)(dai)表(biao)提(ti)出(chu)的(de)“制(zhi)作佩戴(dai)校徽”。
2013年度2個(ge)“提(ti)案(an)承(cheng)辦(ban)先(xian)進單位”分別是人(ren)事(shi)處(chu)、后(hou)勤(qin)基建處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學(xue)校《教職(zhi)(zhi)工(gong)代(dai)表大(da)會(hui)(hui)(hui)(hui)(hui)(hui)工(gong)作細則》和工(gong)會(hui)(hui)(hui)(hui)(hui)(hui)的有關規定,校工(gong)會(hui)(hui)(hui)(hui)(hui)(hui)于(yu)今年3月(yue)(yue)初向學(xue)校提(ti)交了(le)“關于(yu)召(zhao)開(kai)第(di)五屆(jie)(jie)教代(dai)會(hui)(hui)(hui)(hui)(hui)(hui)暨第(di)六屆(jie)(jie)工(gong)代(dai)會(hui)(hui)(hui)(hui)(hui)(hui)第(di)二次會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)的請示(shi)”,并于(yu)3月(yue)(yue)14日得(de)到(dao)校黨委批(pi)復,啟動大(da)會(hui)(hui)(hui)(hui)(hui)(hui)的籌備程序,給各(ge)分工(gong)會(hui)(hui)(hui)(hui)(hui)(hui)發出了(le)向代(dai)表征集提(ti)案的通(tong)知。代(dai)表們圍繞(rao)學(xue)校發展、人事制度改革以及教職(zhi)(zhi)工(gong)所(suo)關心的問題,認真思(si)考,深入調研,廣泛(fan)聽(ting)取意見,負責任地提(ti)交每一個提(ti)案。
截(jie)至3月(yue)25日,本次雙代會共收到99份提案表(見附件2)。分為教學(xue)、科研、學(xue)生、人事、行(xing)政(zheng)教輔(fu)、生活服務及(ji)其它等方面。會后,提案工作(zuo)委(wei)員會將本著務實(shi)革新精神,對代表們提出的提案進行(xing)歸類整理,認(ren)真討論研究(jiu)是否立(li)案,同時送校領導批示,提交相關職(zhi)能部(bu)門(men)落實(shi)辦理。
